The actual problem is getting different countries with different agendas to all work as one is impossible, or is it? What if we could bypass the problem and go straight to the solution?
The below explains in a little more detail as to how that can be achieved.
The UN currently have an Environment Fund which was set up in 1973. Countries contribute small amounts into the fund. This set up is the framework of the solution but could be changed to the W.C.O - World Climate Organisation.

If 194 countries contribute 0.5% of their annual GDP
This equates to approximately 420 billion USD
= WCO (World Climate Organisation)
